Aburi Accord

The Aburi Accord was a January 1967 agreement in Ghana between Nigeria’s military leaders to reorganize the country’s government. Disputes over its implementation deepened the crisis preceding the Nigerian Civil War.

1966 Nigerian coup d'état: A January 1966 military coup that overthrew Nigeria’s First Republic and brought Major General Johnson Aguiyi-Ironsi to power. The coup began the military rule and regional tensions the Aburi negotiations sought to contain.
Supreme Military Council: Nigeria’s highest military governing body after the 1966 coup, comprising senior federal and regional military leaders. The accord proposed that major decisions be made collectively through this council.
Aburi Accord breakdown: The failure of Nigeria’s federal and eastern military leaders to agree on implementing the Aburi settlement in 1967. The breakdown converted a negotiated framework into a confrontation over authority and security.
Federalism: A system of government in which constitutional authority is divided between a central government and constituent units. The dispute concerned whether Aburi preserved a federation or shifted power decisively to its regions.
Aburi: A town in southeastern Ghana, in the Akuapem hills north of Accra. The Nigerian military leaders met in this Ghanaian town in January 1967.
1966 Nigerian counter-coup: A July 1966 coup in which northern Nigerian officers overthrew and killed Aguiyi-Ironsi, installing Yakubu Gowon as head of state. Its aftermath produced rival military authorities and made a political settlement urgent.
Nigerian federalism: A system of government that divides authority between Nigeria’s federal government and its constituent states or regions. The agreement hinged on how much governing authority belonged to the center or the regions.
Republic of Biafra: A state declared independent from Nigeria by the Eastern Region on 30 May 1967, which fought Nigeria until 1970. After the agreement failed, the Eastern Region’s secession became the immediate challenge to federal authority.
Confederation: A political union in which constituent states retain most governing authority and delegate limited powers to common institutions. Critics of the eastern interpretation feared it would turn Nigeria’s federation into a loose confederation.
Ankrah–Gowon–Ojukwu meeting: The January 1967 meeting in Ghana involving Nigerian head of state Yakubu Gowon, Eastern Region governor Emeka Ojukwu, and Ghanaian leader Joseph Ankrah. These leaders and their delegations negotiated the agreement at Aburi.
