Administrative divisions of Ukraine

Ukraine is divided into 24 oblasts, the Autonomous Republic of Crimea, and the cities of Kyiv and Sevastopol, which have special status.

Oblast: An oblast is a first-level administrative region used in several countries of Eastern Europe and Central Asia. Twenty-four oblasts form most of Ukraine’s first-level territorial divisions.
Administrative reform in Ukraine (2020): Ukraine’s 2020 administrative reform consolidated districts and established a nationwide network of territorial communities. It reshaped the raion tier beneath the first-level units.
Ukrainian SSR: The Ukrainian Soviet Socialist Republic was a constituent republic of the Soviet Union from 1922 to 1991. Its administrative map and institutions shaped the divisions inherited at independence.

Autonomous Republic of Crimea: The Autonomous Republic of Crimea is a constituent unit of Ukraine on the Crimean Peninsula, occupied by Russia since 2014. It is Ukraine’s sole autonomous republic and one of its first-level units.
Decentralization in Ukraine: Decentralization in Ukraine transferred powers and resources from central authorities to local governments, especially hromadas. It gave the lower tiers a stronger role in public services and local administration.
Declaration of Independence of Ukraine: The Declaration of Independence of Ukraine was adopted on 24 August 1991, establishing Ukraine as an independent state. Independence preserved the existing republic’s territorial framework as a national system.
Russian occupation of Ukrainian territories: Russia occupies parts of Ukraine and claims to annex several regions, claims Ukraine and most countries reject. Occupation affects the administration of multiple oblasts beyond Crimea.
Kyiv: Kyiv is the capital and largest city of Ukraine. It is a city with special status rather than part of Kyiv Oblast.
Local self-government in Ukraine: Local self-government in Ukraine is exercised by elected councils and officials at the level of territorial communities and regions. It distinguishes local governing authority from the state’s territorial administration.
