Alien and Sedition Acts

Four federal laws enacted in 1798 that extended the residency period for citizenship, authorized detention or removal of noncitizens, and criminalized certain criticism of the U.S. government.

Naturalization Act of 1798: A 1798 law that extended the required U.S. residency for naturalization from five years to fourteen. It was the first of the four laws and reduced immigrants’ access to citizenship.
Quasi-War: An undeclared naval conflict between the United States and France from 1798 to 1800. The confrontation with France intensified the security fears cited in support of the laws.
Kentucky and Virginia Resolutions: A pair of 1798–1799 state resolutions asserting that states could challenge federal laws they considered unconstitutional. They were the leading state-level protest against the Alien and Sedition Acts.
Democratic-Republican Party: An early U.S. political party led by Thomas Jefferson and James Madison that opposed Federalist centralization. Its leaders argued the acts threatened liberty and served partisan interests.
Alien Enemies Act: A 1798 law permitting the detention or removal of male nationals of an enemy country during war or invasion. It supplied wartime powers over nationals of countries at war with the United States.
XYZ Affair: A 1797–1798 diplomatic scandal in which French agents demanded bribes from American envoys. News of the affair inflamed anti-French feeling before Congress passed the laws.
Election of 1800: The U.S. presidential election in which Thomas Jefferson defeated John Adams after a bitter partisan campaign. Public opposition to the acts helped damage the Federalists’ standing before this election.
Virginia and Kentucky Resolutions: A series of state resolutions from 1798 and 1799 challenging the Alien and Sedition Acts as unconstitutional. They articulated the constitutional opposition that the Federalist position rejected.
Sedition Act of 1798: A 1798 law making certain false, scandalous, and malicious writings against the federal government a crime. It imposed the acts’ most direct punishment for political criticism.
French Revolution: A period of political upheaval in France beginning in 1789 that overthrew the monarchy and reshaped European politics. Its wars and political divisions framed American fears about foreign influence and domestic unrest.
