Arusha Declaration

The Arusha Declaration was a 1967 statement that established Tanzania’s policy of African socialism, self-reliance, and public ownership of major economic resources.

Ujamaa: A Tanzanian policy of familyhood and cooperative rural development associated with African socialism. The declaration made ujamaa the guiding principle for building a socialist society.
Julius Nyerere: Tanzanian independence leader and president who articulated the country’s policy of African socialism. As president and TANU leader, he presented the declaration’s arguments and principles.
Operation Vijiji: Tanzania’s 1970s campaign to resettle rural households in planned villages. It became the large-scale implementation of the declaration’s ujamaa rural strategy.
Marxism–Leninism: A political doctrine emphasizing class struggle, revolutionary party leadership, and collective ownership of production. Nyerere’s socialism rejected treating Marxist–Leninist class conflict as a universal account of African society.
Leadership Code: Rules restricting TANU leaders from holding multiple incomes, shares, or significant private business interests. It sought to align party officials’ conduct with the declaration’s egalitarian commitments.
Tanganyika independence: The end of British colonial rule in Tanganyika in 1961 and its emergence as an independent state. The declaration addressed the economic and political choices facing the newly independent country.
Tanzania's economic crisis: The severe economic difficulties Tanzania experienced during the late 1970s and early 1980s. The costs and limits of the socialist development program formed part of the crisis’s background.
Capitalism: An economic system based primarily on private ownership, markets, and investment for profit. The declaration challenged private control of major resources and the inequalities it could produce.
Nationalization: The transfer of privately owned assets or enterprises into public ownership. The declaration’s policy program nationalized banks and major industries.
Tanganyika African National Union: The nationalist party founded in 1954 that led Tanganyika to independence and governed after independence. Its 1967 Arusha conference adopted the declaration as party policy.
