Autonomous communities of Spain

Spain’s 17 self-governing territorial divisions, established under the 1978 Constitution, exercise devolved powers through their own institutions.

Statute of Autonomy: A basic institutional law defining an autonomous community’s powers, institutions, and territorial scope. Each community’s statute establishes its particular framework of self-government.
Spanish transition to democracy: Spain’s shift from dictatorship to parliamentary democracy after Francisco Franco’s death in 1975. The transition created the political conditions for constitutional regional self-government.
Education in Spain: The system of public and private education governed by Spanish national and regional authorities. Communities administer schools and adapt curricula within national legal requirements.
Federalism: A system of government constitutionally dividing authority between national and subnational governments. Spain is highly decentralized but is not formally constituted as a federation.
Spanish Constitution of 1978: Spain’s supreme legal framework, approved after the end of Francoist rule. It provides the constitutional basis and limits for regional autonomy.
Spanish Constitution of 1931: The constitution of Spain’s Second Republic, which permitted regions to establish autonomy statutes. Its limited autonomy framework preceded the model adopted after Franco.
Healthcare in Spain: Spain’s publicly funded healthcare system, delivered chiefly through regional health services. Autonomous communities manage most healthcare provision and organize regional services.
Spanish provinces: Spain’s 50 territorial divisions, which group municipalities and serve administrative functions. Provinces are a separate territorial layer, generally with less self-government than communities.
Parliament of an autonomous community: An elected legislature that makes laws within an autonomous community’s devolved powers. Regional parliaments exercise legislative powers granted by their statutes.
Second Spanish Republic: Spain’s democratic regime from 1931 to 1939, ended by the Spanish Civil War. Its regional autonomy experiments shaped later debates about territorial government.
