Balkanization

Balkanization is the fragmentation of a region or state into smaller political units, often amid conflict or mutual hostility. The term derives from the breakup of the Ottoman-ruled Balkans into multiple states.

Balkan Wars: Two conflicts in 1912–1913 in which Balkan states seized most remaining Ottoman territory in Europe. These wars reshaped the peninsula into competing states and helped give the term its geographic association.
Ethnic nationalism: A form of nationalism that defines political belonging through shared ancestry, culture, or language. Competing claims that each group deserves its own state can intensify demands for separation.
Breakup of Yugoslavia: The dissolution of Yugoslavia during the 1990s into several independent states, accompanied by wars and mass displacement. It is the most prominent late-twentieth-century case linked to the word's modern use.
Federalism: A system of government that constitutionally divides authority between a central government and regional units. Federalism accommodates regional autonomy within one state rather than necessarily creating separate states.
Ottoman Empire: A transcontinental empire that ruled southeastern Europe, western Asia, and North Africa for centuries. Its decline and territorial retreat formed the historical backdrop for the peninsula's political fragmentation.
Secession: The withdrawal of a territory from an existing political state to form or join another state. Repeated secession is one direct route by which a larger state breaks into smaller units.
Dissolution of Czechoslovakia: The peaceful separation of Czechoslovakia into the Czech Republic and Slovakia in 1993. It demonstrates that state fragmentation need not produce the hostility often implied by Balkanization.
Devolution: The transfer of powers from a central government to regional or local authorities within the same state. Devolution decentralizes governance without the territorial separation implied by Balkanization.
Congress of Berlin: The 1878 diplomatic conference that revised the Treaty of San Stefano and recognized or enlarged several Balkan states. Its settlement formalized political divisions in the region before the Balkan Wars.
Partition: The division of a territory into separate political jurisdictions, often through a border settlement. Balkanization can result when a contested territory is formally divided among successor states.
