Bowring Treaty

The Bowring Treaty was an 1855 agreement between Siam and Britain that expanded trade and limited Siamese control over foreign subjects.

Siamese extraterritoriality: A system granting foreign subjects in Siam exemption from local courts and jurisdiction. The treaty established British consular jurisdiction over British subjects in Siam.
Siamese tariff policy: Government rules determining duties on goods entering or leaving Siam. The treaty capped import duties and constrained Siam’s ability to change them.
John Bowring: A British diplomat, politician, and economist who negotiated the 1855 treaty with Siam. As Britain’s envoy, he pressed King Mongkut’s government to accept the agreement.
Treaty of Nanking: The 1842 treaty that ended the First Opium War and imposed major concessions on Qing China. Both agreements opened Asian markets to Britain, but Siam negotiated without first losing a war.
Treaty of Amity and Commerce (Siam–United States): A 1833 agreement establishing commercial and diplomatic relations between Siam and the United States. Its limited trade terms preceded the more sweeping concessions Britain secured in 1855.
Free trade: An economic policy that reduces barriers to international exchange of goods and services. The treaty imposed a liberalized trading regime rather than merely lowering selected duties.
Mongkut: King of Siam from 1851 to 1868, known internationally as Rama IV. He negotiated with Bowring while seeking to preserve Siam’s independence amid imperial pressure.
British protectorate of Brunei: A British system of control over Brunei’s foreign affairs, formalized in 1888. Brunei became a protectorate, whereas Siam retained formal sovereignty under the Bowring Treaty.
Treaty of Friendship and Commerce (Siam–France): A 1856 agreement that established commercial relations between Siam and France. France obtained comparable trading privileges and consular protections soon after Britain.
Consular jurisdiction: Legal authority exercised by a state’s consular officials over its nationals abroad. British consuls handled disputes involving British subjects under the treaty.
