British Uganda Programme

A 1903 British proposal to establish a Jewish settlement with internal autonomy in the East Africa Protectorate. The Zionist movement debated it as a possible refuge, not as a replacement for its stated goal of a Jewish homeland in Palestine.

Israel Zangwill: A British Jewish writer and activist who became a leading advocate of territorial alternatives to Palestine. He later broke with the Zionist Organization and led the Jewish Territorial Organization.
Uganda Scheme Commission: The 1904 Zionist commission sent to investigate the proposed East African settlement site. Its report on the terrain and settlement prospects informed the proposal’s final rejection.
East Africa Protectorate: A British protectorate established in 1895 across territory that is now mainly Kenya. The proposed settlement was located in this British-administered territory.
Jewish autonomy: A community’s authority to manage its internal affairs while remaining under a larger state. The British offer promised internal self-government rather than an independent Jewish state.
