Bush Doctrine

The foreign-policy approach of George W. Bush’s administration that emphasized acting against perceived threats before they fully materialized, counterterrorism, and promoting democracy, sometimes through unilateral action.

Preemption: The use of force to stop an imminent attack before it occurs. The administration invoked anticipatory self-defense to justify striking threats before an attack was imminent.
2003 invasion of Iraq: The United States-led invasion that toppled Saddam Hussein’s government in March and April 2003. The invasion became the doctrine’s defining application of preventive force.
Containment: A strategy of limiting an adversary’s expansion without seeking its immediate overthrow. It contrasts with the doctrine’s willingness to use force to remove hostile regimes.
Iraq War: The conflict in Iraq from 2003 to 2011, followed by renewed international military involvement against the Islamic State. The invasion expanded into a prolonged conflict whose consequences reshaped regional politics.
George W. Bush: The 43rd president of the United States, serving from 2001 to 2009. His administration’s security strategy became known as the Bush Doctrine.
Preventive war: War initiated to weaken a potential adversary before its threat becomes immediate. The 2002 National Security Strategy extended force beyond imminent threats to dangers that might grow over time.
War in Afghanistan (2001–2021): The conflict that began with the 2001 U.S.-led invasion of Afghanistan and continued for two decades. The initial invasion followed the September 11 attacks and targeted al-Qaeda and the Taliban government.
Deterrence: A strategy that discourages an adversary from acting by threatening unacceptable costs. Deterrence waits on an opponent’s choices; preventive war seeks to alter a threat before it matures.
Enhanced interrogation techniques: A set of coercive interrogation methods used by the CIA after the September 11 attacks. The administration’s counterterrorism framework produced legal and ethical disputes over these methods.
Dick Cheney: The 46th vice president of the United States, serving under George W. Bush from 2001 to 2009. He strongly advocated an expansive response to threats after September 11.
