Chief Executive of Hong Kong

The Chief Executive is the head of the Hong Kong Special Administrative Region’s government and represents the region. The office operates under the Basic Law and central-government authority.

Hong Kong Basic Law: Hong Kong’s constitutional document, adopted by China’s National People’s Congress in 1990 and effective since 1997. It defines the Chief Executive’s duties, powers, and relationship with central authorities.
Sino-British Joint Declaration: The 1984 agreement setting the terms for the transfer of Hong Kong from British to Chinese sovereignty. It established the framework that led to Hong Kong’s post-1997 governing institutions.
Anson Chan: A Hong Kong civil servant who served as Chief Secretary for Administration from 1993 to 2001. Her service bridged the colonial administration and the early years under Chief Executive Tung Chee-hwa.
Hong Kong autonomy: The degree of self-government Hong Kong exercises within the People’s Republic of China under the Basic Law. The Chief Executive’s authority is bounded by both regional institutions and central-government powers.
Election Committee (Hong Kong): A body of representatives that selects Hong Kong’s Chief Executive under the region’s electoral system. Its members cast the votes that determine the Chief Executive-designate.
Handover of Hong Kong: The 1997 transfer of sovereignty over Hong Kong from the United Kingdom to the People’s Republic of China. The Chief Executive became head of the region’s government when the new administration took office.
Donald Tsang: Hong Kong’s second Chief Executive, serving from 2005 to 2012. His two terms followed Tung Chee-hwa’s departure and preceded electoral reform debates.
Hong Kong protests: Mass demonstrations in Hong Kong over political, social, and economic issues, especially since the 2010s. Protests have challenged the Chief Executive’s policies and the legitimacy of the selection system.
Appointment of the Chief Executive of Hong Kong: The formal process by which China’s central government appoints Hong Kong’s Chief Executive after local selection. Selection by the Election Committee does not itself complete the appointment.
Hong Kong colonial government: The British-administered system of government in Hong Kong before the 1997 transfer of sovereignty. Its governor-led structure preceded the Chief Executive’s post-handover office.
