Church Committee

The U.S. Senate Select Committee to Study Governmental Operations with Respect to Intelligence Activities investigated intelligence-agency abuses in 1975–1976. Chaired by Senator Frank Church, it exposed domestic surveillance, covert operations, and assassination plots.

COINTELPRO: An FBI program that surveilled, infiltrated, and disrupted political organizations in the United States. The committee documented the FBI's covert campaigns against civil-rights and antiwar groups.
Foreign Intelligence Surveillance Act: A 1978 U.S. law establishing procedures for government surveillance conducted for foreign-intelligence purposes. The committee's disclosures helped build support for statutory limits and judicial review of surveillance.
Frank Church: A Democratic U.S. senator from Idaho who chaired the Senate intelligence investigation of 1975–1976. His leadership gave the inquiry its name and guided its public presentation.
United States Senate Watergate Committee: A 1973–1974 Senate committee that investigated the Watergate scandal and related political abuses. Watergate examined political crimes and presidential conduct; Church investigated intelligence agencies and covert power.
MKUltra: A CIA program that tested behavior-modification methods, including drugs, on human subjects, often without their consent. Hearings and records revealed the CIA's human experimentation and destruction of program files.
Senate Select Committee on Intelligence: A permanent U.S. Senate committee that oversees the nation's intelligence agencies and activities. The temporary investigation helped establish this permanent congressional oversight body in 1976.
Sam Ervin: A Democratic U.S. senator from North Carolina known for leading the Senate Watergate investigation. His prior investigation helped establish congressional methods for probing executive misconduct.

Operation CHAOS: A CIA operation that collected information on U.S. citizens involved in antiwar and other political activities. The committee showed how the CIA surveilled domestic dissent despite restrictions on its role.
Executive Order 12333: A 1981 executive order governing U.S. intelligence activities and defining agency responsibilities. The order became part of the post-investigation framework for regulating intelligence operations.
