Clientelism

Clientelism is a political relationship in which patrons provide targeted benefits to clients in return for support, often electoral or political. Exchanges are typically particularistic rather than allocated by universal rules.

Patron–client relationship: An unequal but reciprocal relationship in which a patron provides resources or protection and a client offers support or service. This dyadic relationship is the basic unit through which clientelistic exchanges operate.
Particularism: The allocation of benefits or decisions to specific individuals or groups rather than according to universal rules. Selective allocation distinguishes clientelistic benefits from broadly available public goods.
Programmatic politics: Political competition in which parties offer policies intended to benefit broad categories of people. It contrasts with clientelism because benefits are tied to general policy commitments, not individual exchanges.
Political accountability: The mechanisms through which public officials must explain their actions and face consequences for them. Personalized exchanges can redirect accountability from public rules toward patrons and clients.
Caciquismo: A form of local political domination in Spain and Latin America built around powerful regional bosses, or caciques. Caciquismo shows how local bosses have organized political loyalty through personal influence and favors.
Vote buying: The provision of money, goods, or other benefits intended to influence how people vote. It is a direct electoral form of exchanging benefits for political support.
Political reciprocity: An exchange in which political actors provide benefits or support in response to one another’s contributions. Reciprocal expectations help make clientelistic exchanges durable.
Universalism: The application of rules or provision of benefits without favoring particular individuals or groups. Universal provision follows general criteria rather than patron-selected recipients.
State capacity: The ability of a state to implement decisions, provide services, and enforce laws across its territory. Clientelistic allocation can shape whether public institutions deliver services impartially and consistently.
Tammany Hall: A New York City Democratic Party organization that dominated local politics for much of the nineteenth and early twentieth centuries. Its ward system became a prominent example of machine politics and patronage.
