Coffee with Milk politics

Coffee with Milk politics is a label for the alleged dominance of São Paulo and Minas Gerais in Brazil’s First Republic (1889–1930), often described as an alternation between their political elites.

Governors' Policy: A political arrangement in Brazil’s First Republic that linked the federal government with state governors and their congressional representatives. It helped presidents secure congressional support through bargains with powerful state governments.
