Combined sewer

A sewer system that carries stormwater runoff and sanitary sewage in the same pipes. During heavy rain, flows can exceed treatment capacity and discharge untreated wastewater through overflow points.

Combined sewer overflow: A discharge of untreated or partially treated wastewater from a combined sewer when flow exceeds system capacity. It is the direct consequence of storm flows overwhelming the shared conveyance and treatment system.
Water pollution: The contamination of water bodies by substances that harm ecosystems or limit human uses. Overflow discharges introduce sewage, debris, and other pollutants into surface waters.
Sanitary sewer: A sewer network that carries wastewater from buildings, excluding stormwater runoff. Sanitary sewers became a distinct alternative as cities separated wastewater from rainfall.
Green infrastructure: A network of natural and engineered features that manages stormwater through infiltration, storage, and evapotranspiration. It reduces runoff entering combined sewers and can lower overflow frequency.
Consent decree: A court-approved agreement that requires a party to meet specified legal obligations. Municipal overflow-control programs often proceed under enforceable consent decrees.
Wastewater treatment: Processes that remove contaminants from wastewater before it is discharged or reused. Dry-weather sewage from combined sewers normally flows to treatment facilities.
Eutrophication: Excess nutrient enrichment of water that can trigger algal growth and oxygen depletion. Nutrients in sewage discharged during overflows can intensify eutrophication.
Sewerage: The infrastructure and services used to collect, convey, and manage sewage. Combined sewers are one historical form of urban sewerage.
Rain garden: A planted depression that captures and infiltrates stormwater runoff. Rain gardens can keep roof and street runoff out of combined sewer pipes.
Cost-benefit analysis: A method for comparing the expected costs and benefits of alternative decisions. Cities use it to weigh costly sewer upgrades against pollution and public-health gains.
