Conspiracy

A conspiracy is an agreement between two or more people to pursue an unlawful or harmful goal in secret. It may be treated as a crime even before the planned offense occurs.

Conspiracy (criminal law): A criminal offense based on an agreement to commit an unlawful act, defined differently across jurisdictions. This legal doctrine turns secret agreement into a prosecutable offense.
Agreement: A mutual understanding between parties to act together or accept shared terms. A conspiracy depends on a meeting of minds, which can be inferred from conduct.
Conspiracy theory: An explanation that attributes an event or situation to a secret plot by powerful actors, often without adequate evidence. A criminal conspiracy is an alleged agreement; a conspiracy theory is a proposed explanation.
Watergate scandal: A United States political scandal involving a 1972 break-in and efforts to conceal its connection to President Richard Nixon’s reelection campaign. The cover-up produced convictions for conspiracy and became a defining example of political wrongdoing.
Mens rea: The mental state a person must have to be guilty of a particular crime. Prosecutors must establish the conspirators’ criminal purpose, not merely their association.
Intent: A mental state in which a person aims to bring about a particular result or act. The agreement must generally concern a goal the participants knowingly pursue.
Organized crime: Continuing criminal activity carried out by structured groups for profit or power. Conspiracy can describe a single agreement, while organized crime names a broader pattern of activity.
Enron scandal: A corporate fraud scandal involving the collapse of Enron in 2001 and the exposure of extensive accounting deception. The prosecution examined coordinated deception among corporate executives.
Overt act: An observable step taken toward carrying out a plan, sometimes required to prove criminal conspiracy. Some jurisdictions require an act beyond agreement to show that a conspiracy advanced.
Secrecy: The deliberate withholding of information from people who might otherwise know it. Concealment can help a conspiracy persist, though secrecy alone does not prove one.
