Constituent assembly

A representative body convened to draft, revise, or adopt a constitution, often during a political transition. Its authority may come from elections, an existing government, or a revolutionary process.

Constitution-making: The process of creating or substantially revising a constitution. An assembly is one institutional way to organize this broader process.
French National Constituent Assembly: The French revolutionary assembly that helped dismantle the old regime and adopted the Declaration of the Rights of Man and of the Citizen. It became a landmark case of a representative body claiming authority to remake political order.
Constitutional monarchy: A monarchy in which the monarch’s powers are limited by a constitution. It describes an established constitutional arrangement, not a temporary body creating one.
Constitutional legitimacy: The recognized rightfulness of a constitution and the political order it establishes. An assembly’s representative mandate can strengthen legitimacy, while exclusion or coercion can weaken it.
Constitutional convention: A specially convened meeting that drafts or revises a constitution, sometimes without functioning as a legislature. The term overlaps with constituent assembly, but can imply a narrower drafting mandate.
United States Constitutional Convention: The 1787 Philadelphia convention that drafted the United States Constitution. Its restricted mandate expanded into a proposal for an entirely new constitutional framework.
Constituent assembly of the Russian Empire: An elected Russian body convened in 1918 to decide the country’s form of government before being dissolved by the Bolsheviks. Its short existence exposes the conflict between electoral legitimacy and revolutionary power.
Democratic transition: A process through which political authority shifts from authoritarian rule toward democratic institutions. Assemblies often help define the rules and institutions of a transition.
Constitutional referendum: A public vote in which voters approve or reject a proposed constitution or constitutional change. Assemblies may submit their completed drafts to voters for final approval.
Indian Constituent Assembly: The body that debated and adopted the Constitution of India, which took effect in 1950. Its prolonged deliberations produced a constitution for a newly independent, diverse republic.
