Democratic transition

A process through which political institutions move from authoritarian rule toward competitive democratic governance, often through negotiation, mass mobilization, or elite conflict.

Political liberalization: The relaxation of restrictions on political participation and civil liberties within an authoritarian system. Limited liberalization can open space for opposition without yet ending authoritarian rule.
Spanish transition to democracy: Spain’s negotiated shift from dictatorship to parliamentary democracy after Francisco Franco’s death in 1975. It is a prominent case of reform from within the outgoing regime combined with opposition bargaining.
Democratic consolidation: The process by which democratic institutions become established and accepted as the normal framework for political competition. A transition changes the regime; consolidation tests whether democratic rules endure.
Juan Carlos I: King of Spain from 1975 to 2014, who supported the country’s shift toward parliamentary democracy after Franco’s death. His role shows how a successor within an authoritarian order could enable political reform.
Transitional justice: The laws and institutions used to address human rights abuses committed during conflict or authoritarian rule. New democracies must decide how to pursue accountability without destabilizing the transition.
Pacted transition: A negotiated shift from authoritarian rule in which regime and opposition elites agree on terms of political change. Elite bargains can set transition rules and reduce the risk of violent breakdown.
Velvet Revolution: The largely peaceful 1989 overthrow of communist rule in Czechoslovakia. Mass mobilization and elite defections rapidly opened a path to democratic institutions.
Electoral authoritarianism: An authoritarian system that holds elections while systematically restricting genuine political competition. Elections alone do not show that an authoritarian system has completed a democratic transition.
Adolfo Suárez: Spanish prime minister from 1976 to 1981 who oversaw reforms that dismantled Francoist institutions and legalized political competition. He converted the Spanish regime’s reform agenda into negotiated institutional change.
Lustration: The screening or exclusion of former officials from public office after an authoritarian regime ends. Policies toward former regime personnel can shape both accountability and institutional continuity.
