Knowra Disaster risk reduction Disaster risk reduction Disaster risk reduction comprises policies and actions that prevent new disaster risks, reduce existing risks, and manage residual risks to limit disaster losses.
Disaster risk : The potential for disaster losses arising from hazards interacting with exposure, vulnerability, and capacity. Its components determine which risks reduction measures can prevent or lessen.
Yokohama Strategy : A 1994 international strategy emphasizing prevention, preparedness, and mitigation of natural disasters. It helped shift international policy toward prevention before disasters occur.
Floodplain management : The regulation and stewardship of flood-prone land to reduce flood damage and protect floodplain functions. Keeping vulnerable development out of floodplains prevents avoidable flood losses.
Disaster response : Actions taken during or immediately after a disaster to save lives and meet urgent needs. Response addresses impacts after they occur, while risk reduction acts before and across events.
Disaster resilience : The capacity of people, communities, and systems to withstand, adapt to, and recover from disasters. Reducing risk strengthens the capacities that support resilience.
Hazard assessment : The process of identifying and analyzing potentially damaging natural or human-induced events. Mapping likely hazards provides evidence for choosing and locating risk-reduction measures.
Hyogo Framework for Action : A 2005–2015 international framework for building the resilience of nations and communities to disasters. It set global priorities that preceded the current framework.
Seismic building code : A set of construction requirements designed to help buildings withstand earthquake shaking. Enforced codes reduce the vulnerability of buildings to earthquakes.
Disaster mitigation : Measures that lessen the adverse impacts of hazards, including structural and nonstructural interventions. Mitigation is a major component of risk reduction, though the broader agenda also prevents new risks.
Disaster risk governance : The institutions, rules, and coordination through which societies make and implement disaster-risk decisions. Effective reduction depends on who has authority, resources, and accountability.
