Disfranchisement after Reconstruction

Disfranchisement after Reconstruction was the systematic removal and restriction of Black Americans’ voting rights in the South, especially from the late nineteenth century onward. States used discriminatory laws, registration practices, intimidation, and violence to undermine Black political power.

Literacy test: An examination of reading or interpretation used as a qualification for voting or other civic rights. Registrars used arbitrary tests to reject Black applicants while exempting many white voters.
Reconstruction era: The period from 1865 to 1877 when the United States attempted to rebuild the South and define the rights of formerly enslaved people. Federal protections and Black political participation during Reconstruction became targets of the postwar rollback.
Mississippi Constitution of 1890: A state constitution that introduced voting qualifications, including literacy and understanding tests, used to disfranchise Black citizens. Its provisions became a template for legal barriers designed to survive the Fifteenth Amendment.
Ida B. Wells: An African American journalist and activist who campaigned against lynching and racial injustice. Her reporting exposed violence that terrorized Black communities and constrained political participation.
Black political participation during Reconstruction: The voting, officeholding, and civic organizing undertaken by African Americans during Reconstruction. Its gains provide a measure of what post-Reconstruction disfranchisement reversed.
Poll tax: A tax required as a condition of voting, often imposed without regard to a person's income. Payment requirements excluded many Black voters, especially when poverty made the tax unaffordable.
Fifteenth Amendment: The constitutional amendment ratified in 1870 prohibiting denial of voting rights on account of race, color, or previous servitude. Its limits and weak enforcement enabled states to impose race-neutral barriers with racially selective effects.
Williams v. Mississippi: A 1898 Supreme Court decision upholding Mississippi voting provisions that did not explicitly discriminate by race. The Court accepted formally race-neutral rules despite their discriminatory administration and effects.
Booker T. Washington: An African American educator and leader who advocated vocational education and economic advancement under segregation. His 1895 Atlanta address reflected the constrained political landscape that disfranchisement helped create.
One-party state: A political system in which one party dominates or effectively monopolizes government. Voter exclusion helped entrench Democratic control across much of the South.
