Drago Doctrine

The Drago Doctrine is an Argentine policy, proposed in 1902, asserting that public debt cannot justify armed intervention or forcible collection against a sovereign state.

Luis María Drago: Luis María Drago was an Argentine jurist and foreign minister who formulated the Drago Doctrine in 1902. As foreign minister, Drago sent the diplomatic note that set out the doctrine.
State Sovereignty: State sovereignty is a state’s supreme authority over its territory and independence from external control. Drago’s prohibition rests on protecting sovereign independence from debt-enforcement force.
Porter Convention: The Porter Convention was a 1907 Hague treaty restricting force to collect contractual debts from another state. It converted a qualified version of Drago’s proposal into a multilateral treaty rule.
Monroe Doctrine: The Monroe Doctrine was an 1823 U.S. policy opposing new European colonization and intervention in the Americas. Unlike Drago’s defense of sovereign states against debt enforcement, it framed intervention through U.S. regional policy.

Big Stick Diplomacy: Big Stick Diplomacy was Theodore Roosevelt’s foreign policy of pairing negotiation with the threat or use of U.S. force. It contrasts with Drago’s rejection of armed coercion over sovereign debt.
Roca–Runciman Treaty: The Roca–Runciman Treaty was a 1933 trade agreement between Argentina and the United Kingdom. Argentina’s later diplomatic ties with Britain contrast with the crisis that gave rise to Drago’s policy.
Use of Force in International Law: The use-of-force rules of international law regulate when states may employ military force against other states. The doctrine applies those rules to armed action taken over sovereign debt.
