Ebenezer Cobb Morley

Ebenezer Cobb Morley (1831–1924) was an English solicitor and sportsman who helped found the Football Association and drafted its first rules in 1863.

Association football: A team sport in which players chiefly use their feet to move a ball and score goals. Morley’s 1863 rules established the game’s distinct identity and governing framework.
