Emperor Xiaowen of Northern Wei

Emperor Xiaowen ruled the Northern Wei dynasty from 471 to 499. He moved its capital to Luoyang and promoted policies that assimilated the Xianbei elite into Chinese culture.

Sinicization: The adoption of Chinese language, institutions, and cultural practices by non-Chinese peoples and states. Xiaowen’s court made cultural assimilation a central program of Northern Wei rule.
