Era of Stagnation

The Era of Stagnation was a period of slow economic growth and political rigidity in the Soviet Union, usually associated with Leonid Brezhnev’s leadership from 1964 to 1982.

Command economy: An economic system in which central authorities set production targets, allocate resources, and control prices. Central planning struggled to adapt production and investment as the Soviet economy became more complex.
Soviet consumer goods shortages: Recurring shortages of household goods in the Soviet Union caused by production, distribution, and planning problems. Consumer shortages made economic inefficiency visible in everyday life.
Leonid Brezhnev: The Soviet leader who served as general secretary of the Communist Party from 1964 until 1982. His long tenure gives the era its usual political and chronological frame.
Khrushchev Thaw: A period of partial cultural and political liberalization in the Soviet Union under Nikita Khrushchev. Its relative experimentation contrasts with the emphasis on stability under Brezhnev.
Economic stagnation: A prolonged period of little or no growth in economic output. The Soviet experience was a political form of this broader economic condition.
Soviet-Afghan War: The Soviet Union’s military intervention in Afghanistan from 1979 to 1989 and the ensuing conflict. The war intensified fiscal, political, and international pressures on a system already struggling to renew itself.
Yuri Andropov: A Soviet leader who succeeded Brezhnev as general secretary in 1982 and held the post until 1984. His brief succession exposed leadership concerns about discipline and economic performance.
De-Stalinization: The dismantling of some of Joseph Stalin’s policies and cult of personality after his death. Earlier efforts to revise the system contrast with the later leadership’s resistance to major change.
Soft budget constraint: A situation in which an organization expects losses to be covered rather than facing closure or strict penalties. State enterprises could miss targets without the threat of bankruptcy, weakening incentives to improve.
Mikhail Gorbachev: The Soviet leader who introduced glasnost and perestroika and served as general secretary from 1985 to 1991. His reforms addressed problems that had accumulated during the preceding decades.
