Ethiopian federalism

Ethiopian federalism is a system of government that divides authority between the federal government and regional states organized largely around ethnolinguistic identities.

Constitution of Ethiopia: Ethiopia’s supreme law, adopted in 1995, establishes the federal system and allocates powers among governments. It creates the federal structure and sets out regional states’ powers and self-determination provisions.
Ethiopian Revolution: The 1974 upheaval that ended the Ethiopian monarchy and brought a military government to power. It opened the political crisis from which later demands for national self-determination grew.
Centralized state: A state in which the national government holds most political authority and directs subordinate territorial administrations. Ethiopia’s constitutional design formally disperses authority rather than concentrating it in the center.
Ethnic politics in Ethiopia: Political competition and mobilization in Ethiopia organized partly around ethnic identity, regional power, and national belonging. The federal structure makes identity and regional representation central to political competition.
Ethnic federalism: A federal arrangement in which constituent units are organized substantially around ethnic groups or identities. It is the broader model that Ethiopia’s identity-based regional boundaries exemplify.
Derg: The military regime that ruled Ethiopia from 1974 until 1991. Its centralized rule and repression shaped the opposition movements that later established federalism.
Territorial federalism: Federalism that organizes constituent units primarily by territory rather than by ethnic or linguistic identity. It offers a contrasting basis for drawing regional boundaries and allocating political representation.
Language policy in Ethiopia: Ethiopian laws and practices governing the languages used in education, administration, and public life. Regional autonomy enabled wider use of local languages in administration and schooling.
House of Federation: The upper chamber of Ethiopia’s parliament, responsible for constitutional interpretation and relations among nations, nationalities, and peoples. It adjudicates disputes over constitutional rights and determines the allocation of federal subsidies.
Ethiopian People's Revolutionary Democratic Front: A coalition of armed movements that overthrew the Derg in 1991 and governed Ethiopia until 2019. Its leaders designed and implemented the ethnically organized federal order.
