European Coal and Steel Community

The European Coal and Steel Community was a 1951 organization that placed member states’ coal and steel industries under shared institutions. It laid institutional foundations for later European integration.

High Authority of the European Coal and Steel Community: The ECSC’s executive institution, empowered to make decisions binding on member states and firms in covered industries. It exercised the community’s supranational authority over coal and steel.
Schuman Declaration: A 1950 proposal by French foreign minister Robert Schuman for pooling French and West German coal and steel production. It publicly proposed the plan that became the ECSC.
European Economic Community: A European organization established in 1957 to build a common market among its member states. The ECSC’s members broadened integration through this later treaty organization.
International Authority for the Ruhr: A postwar body established by the Allied powers to oversee and regulate the Ruhr’s coal and steel industries. Unlike Allied supervision, the ECSC placed industrial oversight within a shared European institution.
Supranationalism: A form of governance in which shared institutions can make decisions binding on member states. The ECSC tested whether states would accept binding authority over strategic industries.
Common market: An economic area where participating states reduce barriers to trade and coordinate rules. The ECSC sought to remove trade barriers in coal and steel among its members.
Jean Monnet: A French political economist and diplomat who helped design European institutions after World War II. He devised the coal-and-steel pooling plan behind the Schuman proposal.
European Union: A political and economic union of European states with shared institutions and common policies. The ECSC is an early institutional predecessor of the Union.
Council of Europe: An international organization founded in 1949 to promote human rights, democracy, and the rule of law in Europe. It relied on intergovernmental cooperation rather than the ECSC’s supranational economic authority.
Intergovernmentalism: A form of cooperation in which national governments retain control over common decisions. The ECSC’s independent High Authority distinguished it from purely government-led coordination.
