European Payments Union

The European Payments Union was a 1950–1958 clearing arrangement that let participating European countries settle trade imbalances multilaterally before their currencies became fully convertible.

Multilateral Clearing: A settlement method that offsets multiple parties’ debts and credits before calculating net payments. The Union replaced many bilateral settlements with a single net position for each member.
Marshall Plan: A United States program providing economic aid to help rebuild European economies after World War II. Marshall aid supported the institutional cooperation that led to the Union.
European Monetary Agreement: A 1955 agreement that succeeded the European Payments Union and supported payments cooperation after convertibility returned. It carried forward monetary cooperation when the Union ended in 1958.
Bretton Woods System: The postwar international monetary system of fixed exchange rates centered on the US dollar and gold. The Union complemented this wider system by resolving European payments imbalances among members.
Balance-of-Payments Adjustment: The economic and policy changes through which a country responds to persistent external payment surpluses or deficits. The Union managed imbalances, but members still faced choices about adjusting their economies.
Bilateral Trade: Trade conducted between two countries, often with payments or exchanges arranged directly between them. The Union addressed the limits of bilateral balancing by clearing members’ obligations together.
European Recovery Program: The official name for the United States aid program commonly known as the Marshall Plan. The Union formed within the wider recovery effort coordinated through this program.
European Economic Community: A 1957 treaty-based community created to establish a common market among its founding members. The Union’s experience with payments cooperation formed part of the context for deeper European integration.
European Monetary System: A 1979 framework that coordinated European exchange rates and sought greater monetary stability. Unlike the Union’s clearing of trade payments, this later system focused on exchange-rate coordination.
Asymmetric Shock: An economic disturbance that affects countries or regions differently. Different national pressures tested how long shared clearing could support members with unequal positions.
