Executive power

Executive power is the authority to implement laws and direct government, usually exercised by a head of government and cabinet. Its scope depends on a country’s constitution and political system.

Separation of powers: A system that divides government authority among legislative, executive, and judicial branches. It defines the executive as one branch and sets its institutional boundaries.
Parliamentary system: A system in which the executive is drawn from and remains accountable to the legislature. It links executive tenure directly to legislative confidence.
Constitution: The fundamental legal framework that establishes a state’s institutions, powers, and limits. Constitutions commonly assign and constrain executive powers.
Emergency powers: Exceptional legal authorities that allow governments to respond to declared crises. Emergencies can expand executive discretion and test constitutional limits.
Cabinet government: A system in which a cabinet of ministers directs government under a prime minister. It shows how a head of government shares executive direction with ministers.
Presidential system: A system in which a separately elected president leads the executive for a fixed term. It contrasts with parliamentary systems by separating executive tenure from legislative confidence.
Head of government: The official who leads a government’s executive work, such as a prime minister or president. This office is the usual center of executive direction.
Checks and balances: Institutional arrangements that let branches of government limit one another’s powers. These controls reduce the risk of executive power becoming unchecked.
Civil service: The permanent, politically neutral officials who administer government policies and public services. Civil servants carry out executive decisions across government departments.
Semi-presidential system: A system combining a popularly elected president with a prime minister accountable to the legislature. It divides executive leadership between two offices with different sources of authority.
