Factory Acts

The Factory Acts were British laws, beginning in the nineteenth century, that regulated factory working conditions, hours, and the employment of children and women.

Industrial Revolution: A period of major technological, economic, and social change driven by mechanized production, beginning in Britain in the eighteenth century. Rapid factory growth created the working conditions that early Factory Acts sought to regulate.
Factory inspectorate: A government service responsible for inspecting workplaces and enforcing factory legislation. Inspectors gave Factory Acts practical force inside mills and workshops.
Factory Act 1850: A British law that fixed factory hours for women and young people within a defined working day. It settled disputes over how the ten-hour limit would operate in practice.
Mines and Collieries Act 1842: A British law that prohibited women and girls, and boys under ten, from working underground in mines. It addressed hazardous mining work through a separate statute rather than factory regulation.
Michael Sadler: A British politician and social reformer who campaigned against child labor in textile mills. His 1832 parliamentary inquiry publicized children’s accounts of factory labor.
Child labor: The employment of children in work that harms their development or interferes with education. Restricting children’s factory hours was an early central aim of the Acts.
Factory Act 1878: A British law consolidating earlier factory legislation and extending regulation across more workplaces. Its consolidation made a growing body of factory rules more systematic.
Tenement House Acts: A series of laws regulating housing conditions in crowded urban tenements. Housing laws targeted industrial-era living conditions rather than factory employment.
Sadler Report: The 1832 report of a British parliamentary committee investigating child labor in factories. Its testimony intensified debate over limits on children’s factory work.
Ten Hours Movement: A British campaign to limit the working day in factories, especially for women and young people, to ten hours. Its pressure helped secure statutory limits on factory hours.
