Federal Supreme Council

The Federal Supreme Council is the United Arab Emirates’ highest constitutional authority, composed of the rulers of its seven emirates. It elects the president and vice president and sets federal policy.

Constitution of the United Arab Emirates: The supreme legal framework establishing the United Arab Emirates’ federal institutions, powers, and rights. It defines the Council’s authority, membership, and role in choosing federal leaders.
United Arab Emirates: A federation of seven emirates on the southeastern coast of the Arabian Peninsula. The Council is the federation’s highest constitutional authority.
United Arab Emirates unification: The 1971 establishment of a federation from six Trucial States, joined by Ras Al Khaimah in 1972. The new federation gave the rulers a shared supreme constitutional council.

Trucial States: A group of Arab sheikhdoms on the Persian Gulf coast under British treaty relations until the early 1970s. These sheikhdoms became the founding emirates represented on the Council.
Federal budget of the United Arab Emirates: The annual plan for federal government revenues and expenditures in the United Arab Emirates. The Council approves the federal budget under the constitutional framework.
Vice President of the United Arab Emirates: A federal office in the United Arab Emirates, whose holder is elected by the Federal Supreme Council. The Council also chooses the federation’s vice president.
Ruler of Dubai: The hereditary monarch who governs the Emirate of Dubai. Dubai’s ruler holds one of the Council’s seven seats.
