Foreign aid

Foreign aid is the transfer of money, goods, or services across borders to support development, provide relief, or advance a donor’s goals.

Official development assistance: Government aid intended to promote the economic development and welfare of developing countries. This standardized category captures much government aid and determines how donor contributions are reported.
Humanitarian aid: Assistance intended to save lives and reduce suffering during emergencies and their aftermath. Emergency transfers are a prominent form of cross-border assistance, guided by humanitarian principles.
Effectiveness of foreign aid: The extent to which aid achieves its stated goals and produces lasting benefits for recipients. Evaluations ask whether aid improves outcomes rather than merely disbursing funds.
Marshall Plan: A United States program that funded Western European recovery after World War II, beginning in 1948. Its large-scale reconstruction aid helped establish a model for postwar assistance.
Foreign direct investment: A cross-border investment that gives an investor lasting influence over a business in another country. Unlike aid, it is generally made for commercial returns and grants investors ownership or control.
Bilateral aid: Aid transferred directly from one country’s government to another country or its institutions. Direct country-to-country transfers let donors target recipients and attach conditions.
Food aid: Food or food-purchasing support provided to populations facing hunger or food insecurity. Food transfers address immediate shortages, though delivery and market effects shape their results.
Aid dependency: Reliance on external assistance to finance public services or sustain institutions and livelihoods. Long-term aid can support essential services while raising concerns about domestic capacity and accountability.
Point Four Program: A 1949 United States initiative providing technical assistance to countries described as underdeveloped. It helped extend aid beyond European reconstruction toward development and technical cooperation.
Remittances: Money migrants send to people or organizations in their countries of origin. Private household transfers can exceed aid flows but are not allocated by donor governments.
