Four Modernizations

The Four Modernizations were a Chinese program to modernize agriculture, industry, national defense, and science and technology. They became a central goal of reform and development after Mao Zedong’s death.

Zhou Enlai: Zhou Enlai was a Chinese Communist leader who served as premier from 1949 until his death in 1976. He presented the Four Modernizations as a national objective in 1964.
Chinese economic reform: Chinese economic reform is the series of market-oriented changes launched in 1978 under Communist Party leadership. It turned modernization from a broad goal into a program of institutional and economic change.
Chinese agriculture: Chinese agriculture is the cultivation of crops and raising of livestock across China’s diverse regions. Raising farm productivity was one of the program’s four stated modernization goals.
Chinese economic growth: Chinese economic growth is the long-term expansion of China’s output and productive capacity, especially after 1978. Modernization policies helped redirect national resources toward sustained development.
Third National People’s Congress: The 1964–1965 session of China’s legislature, which met in two meetings in Beijing. Zhou set out the modernization goal in his government report to its first meeting.
Household responsibility system: The household responsibility system assigned farm production quotas to rural households, which could keep or sell surplus output. It raised agricultural incentives while advancing the program’s farming objective.
Chinese industrialization: Chinese industrialization is the expansion and transformation of manufacturing and other industrial activity in China. Industrial growth was a direct target of the modernization program.
China’s opening up: China’s opening up is the expansion of foreign trade, investment, and international economic exchange begun under Deng Xiaoping. Modernization made access to overseas capital, markets, and technology a policy priority.
Deng Xiaoping: Deng Xiaoping was a Chinese Communist leader who became China’s paramount leader after Mao Zedong’s death. He restored the program as a guide for national policy and economic reform.
Special Economic Zones: Special Economic Zones are designated areas in China that offer favorable conditions for foreign investment and trade. They brought foreign capital and technology into the industrial modernization effort.
