Freedmen's Bureau

The Bureau of Refugees, Freedmen, and Abandoned Lands was a federal agency established in 1865 to assist formerly enslaved people and refugees in the former Confederacy.

Freedmen's schools: Schools established to educate formerly enslaved people and their children after the Civil War. The Bureau helped establish schools and supported teachers, making education one of its most visible services.
Field office: A local branch of an organization that carries out its work outside its central headquarters. The Bureau relied on field offices and agents to deliver services and mediate disputes across the South.
Reconstruction: The period after the American Civil War when the United States rebuilt the South and contested the rights of formerly enslaved people. The Bureau operated within Reconstruction's broader struggle over freedom, citizenship, and federal power.
Black Codes: Laws enacted in former Confederate states after the Civil War to restrict the rights and labor choices of Black people. Bureau agents challenged these laws as barriers to freedom and civil rights.
Presidential Reconstruction: The Reconstruction policies pursued by Presidents Abraham Lincoln and Andrew Johnson, emphasizing rapid restoration of Southern states. Johnson's approach often conflicted with the Bureau's efforts to protect freedpeople and sustain federal oversight.
Howard University: A historically Black university founded in Washington, D.C., in 1867. The Bureau helped found Howard, which became a major institution for Black higher education.
Oliver Otis Howard: A Union general who led the Freedmen's Bureau from its creation in 1865 until 1872. As commissioner, Howard directed the agency and became its most prominent administrator.
Emancipation Proclamation: Abraham Lincoln's 1863 wartime order declaring enslaved people free in areas still rebelling against the United States. Emancipation created urgent needs for aid and institution-building that the Bureau later addressed.
Ku Klux Klan: A white supremacist organization founded in Tennessee in 1865 that used violence to oppose Reconstruction and Black rights. Klan violence targeted Black communities and Bureau agents, obstructing the agency's work.
Radical Reconstruction: A congressional Reconstruction program that imposed military rule and required new state constitutions and Black male suffrage in the South. Congressional Reconstruction offered stronger federal enforcement than the Bureau could provide on its own.
