Friedrich List

Friedrich List (1789–1846) was a German-American economist and political theorist who argued that industrializing nations could use selective protection and infrastructure investment to build productive power.

Productive forces: The skills, institutions, infrastructure, technology, and capacities that enable an economy to produce wealth. List judged economies by the productive capacities they could build, not only by current output.
Zollverein: A customs union of German states, established in 1834, that removed internal tariffs and coordinated trade policy. List campaigned for the union as an economic foundation for German unity and industrial growth.
