Frisian freedom

Frisian freedom was a medieval political tradition of local self-government that resisted feudal lordship and recognized no territorial ruler between Frisian communities and the emperor.

Holy Roman Empire: A central European political order, conventionally dated from 962 to 1806, whose authority was shared among rulers and territories. Frisians grounded their claim to freedom in direct subordination to the emperor.
Frisian law: The customary and written legal traditions that governed communities in medieval Frisia. Local law gave self-governing communities rules not imposed by a territorial lord.
