Geneva Accords

The 1954 Geneva Accords ended the First Indochina War and established a temporary military partition of Vietnam pending nationwide elections.

Vietnamese Demilitarized Zone: A military buffer zone established near the seventeenth parallel in Vietnam after the 1954 ceasefire. It separated the regrouping zones of the Viet Minh and French Union forces.
First Indochina War: A 1946–1954 war between France and the Viet Minh over control of Vietnam, Laos, and Cambodia. Its battlefield deadlock and French defeat made negotiations urgent.
Zhou Enlai: A Chinese communist revolutionary and premier who served as China’s foreign minister from 1949 to 1958. He negotiated to secure a settlement acceptable to China and reduce the risk of wider war.
State of Vietnam: A French-associated Vietnamese state established in 1949, led by former emperor Bao Dai. Its delegation rejected the settlement and disputed the Viet Minh’s claim to represent all Vietnam.
Seventeenth parallel: The line of latitude that served as Vietnam’s temporary military boundary after 1954. The Accords used it to divide military regrouping zones, not to define a permanent border.
Battle of Dien Bien Phu: The 1954 battle in which Viet Minh forces defeated a French garrison in northwestern Vietnam. The defeat decisively weakened France’s negotiating position at Geneva.
Anthony Eden: British foreign secretary who co-chaired the 1954 Geneva Conference with the Soviet Union’s Vyacheslav Molotov. As co-chair, he helped manage negotiations and frame the conference’s final declaration.
North Vietnam: The communist-led Democratic Republic of Vietnam, governing the northern part of Vietnam from 1954 to 1976. The Viet Minh regrouped north of the temporary boundary under the settlement.
1956 Vietnamese reunification election: A nationwide election for reunifying Vietnam, envisioned for 1956 but never held. The settlement made the temporary division contingent on this planned vote.
Viet Minh: A Vietnamese independence coalition led by the Indochinese Communist Party and Ho Chi Minh. Its military victory and negotiating claims shaped the settlement over Vietnam.
