Genrō

The genrō were elder Japanese statesmen who informally advised the emperor and influenced government appointments and policy from the Meiji era into the early Shōwa period.

Meiji Constitution: Japan’s 1889 constitution established an imperial state with a parliament and cabinet. Its institutions coexisted with the genrō’s influence over political appointments.
Itō Hirobumi: A Japanese statesman who helped shape the Meiji state and became its first prime minister. He was a leading genrō and a principal architect of the Meiji Constitution.
Meiji Restoration: The 1868 political transformation that restored imperial rule and launched Japan’s modern state-building. Its leaders formed the political circle later known as the genrō.
Hara Takashi: A Japanese politician who became prime minister in 1918 and led the first cabinet headed by a commoner. His appointment marked a shift toward party-based government beyond genrō selection.
Imperial Household: The institution comprising Japan’s emperor, family, court, and associated offices. The genrō advised the emperor, giving their counsel political weight.
Yamagata Aritomo: A Japanese statesman and military leader who helped build the modern army and political institutions. His influence over military and cabinet appointments made him one of the most powerful genrō.
Satsuma Domain: A powerful domain in southwestern Japan, ruled by the Shimazu family until the Meiji Restoration. Satsuma supplied several leaders who became genrō.
Kantō Massacre: The 1923 mass killing of Koreans and others in the aftermath of the Great Kantō Earthquake. Saionji’s role in selecting a successor after the crisis illustrates the genrō’s lingering influence.
Prime Minister of Japan: The head of Japan’s government and chair of its cabinet. Genrō often helped select prime ministers before parties gained greater influence.
Matsukata Masayoshi: A Japanese statesman who served twice as prime minister and directed major fiscal reforms. He joined the genrō and shaped finance and cabinet politics.
