German Question

The German Question was the debate over how German-speaking lands should be politically organized and unified, especially whether Austria would belong to a unified German state.

Holy Roman Empire: A long-lasting political complex of territories in central Europe, formally dissolved in 1806. Its dissolution removed the old framework that had grouped many German-speaking territories.
Austrian Empire: A multinational monarchy ruled by the Habsburg dynasty from 1804 to 1867. Its inclusion would have made a German state encompass many non-German peoples.
Otto von Bismarck: The Prussian statesman who engineered Prussia’s rise and helped establish the German Empire in 1871. His wars and diplomacy achieved unification without Austria.
Austro-Hungarian Compromise of 1867: The agreement that transformed the Austrian Empire into the dual monarchy of Austria-Hungary. After exclusion from Germany, the Habsburg monarchy reorganized itself around a separate partnership with Hungary.
Napoleonic Wars: A series of European conflicts from 1803 to 1815 involving Napoleon Bonaparte’s French Empire and shifting coalitions. Napoleonic rule redrew German territories and accelerated arguments for political unity.
Kingdom of Prussia: A German kingdom that became the leading power in northern Germany during the nineteenth century. Prussia sought to unify Germany without Austria under its own leadership.
Frederick William IV of Prussia: The Prussian king from 1840 to 1861 who refused the imperial crown offered by the Frankfurt Parliament. His refusal blocked the assembly’s attempt to create a constitutional German empire.
Anschluss: The 1938 annexation of Austria by Nazi Germany, preceded by a long-standing movement for union between the countries. It revived the possibility of an Austria-inclusive German state under radically different political conditions.
Congress of Vienna: The 1814–1815 settlement that reorganized Europe after Napoleon’s defeat. It established the German Confederation instead of a unified German nation-state.
Grossdeutschland and Kleindeutschland: The rival nineteenth-century proposals for a greater Germany including Austria and a smaller Germany excluding it. These labels capture the central territorial choice within the debate.
