Harmonic rhythm

Harmonic rhythm is the rate at which chords change in a passage of music. It can be regular or vary independently of the beat and melody.

Musical meter: The organization of musical time into recurring patterns of strong and weak beats. Chord changes can coincide with, anticipate, or cross the accents established by meter.
