Hugo Grotius

Hugo Grotius (1583–1645) was a Dutch humanist, jurist, and diplomat whose writings helped shape international law and modern theories of natural law.

Natural law: A body of moral principles held to arise from human nature or reason and to apply independently of enacted law. Grotius grounded rules between states in principles he believed reason could establish.
Mare Liberum: Grotius’s 1609 treatise arguing that the sea could not be appropriated by any state. It applies his legal reasoning to Dutch claims for access to overseas trade.
Dutch Revolt: The sixteenth- and seventeenth-century struggle in which the Dutch provinces revolted against Spanish Habsburg rule. The revolt shaped the political conflicts in which Grotius served as a Dutch official.
Johannes Althusius: A German political theorist who defended a federal, association-based account of political authority. His account of political community offers a contrasting route to understanding authority among states.
Grotius escape from Loevestein: Hugo Grotius’s 1621 escape from Loevestein Castle, concealed in a book chest. The escape followed his imprisonment during the Dutch political crisis and enabled his life in exile.
Law of nations: Rules and principles governing relations among states, historically called the law of nations. Grotius treated this body of rules as a subject that systematic legal reasoning could clarify.
De Jure Belli ac Pacis: Grotius’s 1625 treatise on the law of war and peace, a foundational work in international legal thought. It presents his most systematic account of the rules governing war and relations among states.
Twelve Years' Truce: A 1609–1621 suspension of hostilities between the Dutch Republic and Spain during the Eighty Years' War. Grotius’s defense of Dutch maritime interests appeared as the truce began.
Francisco de Vitoria: A Spanish Dominican theologian whose lectures addressed natural law, war, and the rights of Indigenous peoples. Vitoria’s earlier reasoning about peoples and war helped prepare themes Grotius developed.
Peace of Westphalia: The 1648 treaties that ended the Thirty Years’ War and reshaped political arrangements in Europe. Grotius’s death preceded the settlement often associated with the state-centered order his work addressed.
