Hunger Plan

The Hunger Plan was a Nazi wartime strategy to seize food from occupied Soviet territories for Germany and its armed forces, knowingly causing mass starvation.

Economic Staff East: A German occupation agency that coordinated economic exploitation in the Soviet Union during World War II. It organized the food seizures and economic policies that put the plan into practice.
Herbert Backe: A Nazi agricultural official who helped design German food policy during World War II. Backe developed the calculations and proposals central to the Hunger Plan.
