Incident Commander : The person responsible for overall incident objectives, strategy, and command. This role sets priorities and directs the response within the system.
National Incident Management System : A United States framework for coordinating incident management across government, nongovernmental organizations, and the private sector. ICS is one of the operational structures within this broader framework.
FIRESCOPE : A California program established to improve coordination among agencies fighting large wildland fires. Its interagency work produced the system’s early organizational model.
Emergency operations center : A facility where staff coordinate information, resources, and policy support for incident response. An EOC supports incident command but generally does not direct on-scene tactics.
