Intendants

Intendants were royal commissioners who administered justice, policing, and finance in France’s provinces. They extended the monarchy’s authority beyond the central government.

Generalité: A French administrative district governed by an intendant under the ancien régime. Intendants usually exercised authority within these fiscal and administrative districts.
Richelieu: French cardinal and chief minister to Louis XIII from 1624 until his death in 1642. Richelieu strengthened royal commissioners as instruments of centralized government.
Taille: A direct tax on commoners in ancien-régime France, central to royal finances. Intendants supervised assessment and collection of this major royal tax.

Gabelle: A salt tax in ancien-régime France, enforced through a complex system of regional rules. Intendants oversaw salt-tax administration and addressed disputes over its collection.
Parlements of France: Regional sovereign courts in ancien-régime France that registered royal laws and judged appeals. Their jurisdiction and corporate privileges often brought them into conflict with intendants.
Commissaire: A government agent appointed to perform a specific commission or delegated task. Intendants belonged to the broader tradition of royal commissioners exercising delegated authority.
Maitres des requetes: Royal officials who handled petitions and often served as commissioners or intendants. Many intendants were drawn from this body of experienced legal administrators.
