Isaaq genocide

The mass killing and persecution of Isaaq civilians by Somali government forces under Siad Barre, especially in Somaliland during the Somali Civil War.

Hargeisa: A city in northern Somalia, extensively destroyed by government bombardment in 1988. Its destruction became one of the clearest symbols of the campaign against Isaaq civilians.
Somali National Movement: A rebel organization founded in 1981 that fought the Somali government in the north. Its insurgency provided the government’s stated pretext for collective punishment of Isaaq communities.
Siad Barre: Somali military ruler who governed from 1969 until his government collapsed in 1991. His regime directed the counterinsurgency and state repression against Isaaq communities.
Somaliland: A self-declared independent republic in northwestern Somalia that has not gained broad international recognition. The campaign and the collapse of Barre’s government helped shape Somaliland’s postwar political project.
Burao: A city in northern Somalia and a major center of the 1988 uprising and government assault. Fighting and reprisals there formed a central part of the campaign.
Collective punishment: The imposition of penalties on a group for acts attributed to some of its members. Government forces treated civilian communities as responsible for the SNM’s actions.
Somali Democratic Republic: The Somali state governed by Siad Barre from 1969 to 1991. Its security forces and institutions carried out the campaign.
Somali Civil War: The prolonged conflict that began with the collapse of Somalia’s central government in 1991. The campaign formed a major prelude to the wider state collapse and civil war.
Somaliland War of Independence: The conflict between the Somali government and the Somali National Movement, principally fought in northern Somalia from 1981 to 1991. The mass violence intensified within this broader war.
Aerial bombardment: The attack of targets from aircraft using bombs or other weapons. Air attacks devastated Hargeisa and Burao and drove civilians from their homes.
