Italian Regency of Carnaro

The Italian Regency of Carnaro was a short-lived state proclaimed by Gabriele D’Annunzio in Fiume in 1920, before the city became the Free State of Fiume.

Treaty of London: A 1915 secret agreement in which Italy’s allies promised it territory in exchange for entering the First World War. Its territorial promises shaped Italy’s claims to Fiume after the war.
Charter of Carnaro: A constitution drafted in 1920 for the proposed state of Fiume, combining syndicalist representation with nationalist politics. It set out the Regency’s proposed institutions and civic rights.
Giovanni Giolitti: An Italian statesman who served several terms as prime minister, including during the 1920 crisis over Fiume. His government enforced the Treaty of Rapallo and ordered the attack on D’Annunzio’s forces.
Bloody Christmas: The Italian military operation against D’Annunzio’s forces in Fiume from 24 to 29 December 1920. This confrontation brought the Regency to an end.
Paris Peace Conference: The 1919 meeting at which the victorious Allies negotiated postwar settlements. Its unresolved Adriatic settlement left Fiume’s sovereignty disputed.
Alceste De Ambris: An Italian syndicalist and political activist who drafted the Charter of Carnaro with D’Annunzio. His constitutional drafting gave institutional form to the Regency’s political project.
Arturo Toscanini: An Italian conductor known for his work in opera and orchestral music. He conducted a concert in Fiume in 1920 in support of D’Annunzio’s cause.
Treaty of Rome (1924): An agreement by which Italy and Yugoslavia settled the division of Fiume and its neighboring territory. It ended Fiume’s independent status and placed the city under Italian sovereignty.
Fiume: A port city on the Adriatic, now known as Rijeka, whose sovereignty was contested after the First World War. The Regency was proclaimed in this city and governed from it.
Corporatism: A political system that organizes representation through occupational or economic groups rather than individual voters alone. The Charter assigned representation to occupational corporations.
