Jacques Delors

Jacques Delors (1925–2023) was a French politician who served as president of the European Commission from 1985 to 1995 and helped advance European integration.

Single European Act: A 1986 treaty that revised the European Communities’ institutions and set a 1992 deadline for completing the single market. Delors made completing the internal market a central Commission priority, advanced by this treaty.
Delors Committee: A committee of central-bank governors and experts chaired by Jacques Delors that proposed a three-stage route to economic and monetary union. Its 1989 report set out the practical sequence for the monetary project Delors championed.
French Section of the Workers' International: A French socialist party founded in 1905 that preceded the modern Socialist Party. Delors joined the party in 1974, entering electoral politics after a career in public administration.
Helmut Kohl: West German and German conservative politician who served as chancellor from 1982 to 1998. Kohl’s support helped make monetary union a central part of the integration agenda.
Euroscepticism: Scepticism or opposition toward European integration and the authority of European institutions. Eurosceptic resistance challenged the deeper integration Delors promoted.
Single European Market: An economic area in which goods, services, capital, and people can move across participating European countries with fewer internal barriers. The 1992 market program became the most visible achievement of Delors’s first Commission.
European Commission: The European Union’s executive institution, responsible for proposing legislation, enforcing treaties, and implementing common policies. As its president, Delors used the Commission to set agendas and broker agreements among member states.
French Socialist Party: A major French political party founded in its modern form in 1969 and associated with democratic socialism. Delors became a prominent figure in the party before serving as a minister and Commission president.
Margaret Thatcher: British Conservative politician who served as prime minister from 1979 to 1990 and opposed transferring substantial powers to European institutions. Her disputes with Delors exposed competing visions of sovereignty and European integration.
Intergovernmentalism: An approach to international cooperation that keeps decisive authority with national governments. Delors’s supranational ambitions often clashed with this preference for national control.
