Legal reform

Legal reform is a deliberate change to laws, legal procedures, or legal institutions intended to alter how a legal system operates.

Legislation: The process by which an authorized body creates, amends, or repeals laws. Statutes are a direct route for changing legal rules.
Magna Carta: A 1215 charter that limited some royal powers and became a lasting symbol of constrained government. Its later interpretations helped frame demands for lawful limits on rulers.
Jeremy Bentham: An English philosopher and jurist who advanced utilitarianism and proposed extensive legal and institutional reforms. His critiques of inherited law helped make systematic reform a subject of public debate.
Legal continuity: The persistence of a legal system's rules and institutions across political or social change. Reform changes parts of an order that continuity would preserve.
Rule of law: The principle that public power is constrained by publicly known laws applied through fair procedures. Reforms can strengthen or weaken the limits that legal rules place on government.
Constitutional amendment: A formal change to a constitution under its prescribed amendment procedure. Constitutional reforms alter foundational rules and often face special approval thresholds.
Emancipation Proclamation: A 1863 United States presidential proclamation declaring enslaved people free in designated areas under rebellion. It illustrates a major legal change whose reach depended on wartime authority and later enforcement.
Elizabeth Cady Stanton: An American abolitionist and women's rights advocate who helped organize the early woman suffrage movement. Her activism connected legal reform to women's citizenship and voting rights.
Legal revolution: A rapid, fundamental transformation of a legal system's foundations and institutions. Reform is usually incremental, while revolution replaces the system's basic structure.
Access to justice: The ability to understand legal rights, obtain advice, and use fair dispute-resolution institutions. Procedural reforms matter when they change who can enforce rights.
