Locarno Treaties

The Locarno Treaties were agreements signed in 1925 by Germany, France, Belgium, Britain, Italy, Poland, and Czechoslovakia. They guaranteed Germany’s western borders and established arbitration commitments, but left its eastern borders without equivalent guarantees.

Treaty of Mutual Guarantee: The Locarno agreement in which Germany, France, and Belgium accepted their existing western borders, guaranteed by Britain and Italy. This pact supplied Locarno’s central guarantee of Germany’s western frontiers.
Ruhr occupation: The 1923 occupation of Germany’s industrial Ruhr region by French and Belgian forces to enforce reparations payments. The crisis exposed the costs of coercion and helped create support for negotiated security.
Austen Chamberlain: British foreign secretary from 1924 to 1929 and a principal negotiator of the Locarno agreements. He helped broker the western guarantee and received the 1925 Nobel Peace Prize with Briand and Stresemann.
Germany in the League of Nations: Germany’s admission to the League of Nations in 1926 as a permanent member of its Council. Locarno paved the way for Germany’s return to international diplomacy on more equal terms.

Benito Mussolini: Italian fascist leader who ruled Italy from 1922 to 1943 and signed the Locarno agreements for Italy. Italy joined Britain as a guarantor of Germany’s western borders.

Rhineland: A region of western Germany bordering France, Belgium, and the Netherlands. Locarno’s western border guarantee reinforced the Rhineland’s demilitarized status.
Gustav Stresemann: German statesman who served as foreign minister from 1923 to 1929 and pursued reconciliation with the Western powers. His diplomacy helped secure Germany’s acceptance and entry into the Locarno settlement.
