Medicaid

Medicaid is a U.S. public health insurance program jointly funded by federal and state governments for eligible people with limited income and resources. States administer their programs within federal requirements, so eligibility and benefits vary.

Federal Medical Assistance Percentage: The federal share of qualifying Medicaid spending, calculated using a formula tied largely to state per-capita income. It determines how much federal funding each state receives for covered expenditures.
Medicare: A federal health insurance program primarily for people aged 65 or older and certain younger people with disabilities. It is often confused with Medicaid, but eligibility is based chiefly on age or disability rather than low income.
Medicaid expansion: The Affordable Care Act’s option for states to extend Medicaid eligibility to many low-income adults. It substantially widened adult coverage in states that adopted the option.
Medicaid coverage gap: A circumstance in some non-expansion states where adults earn too much for traditional Medicaid but too little for marketplace subsidies. The gap illustrates how state expansion choices can leave some low-income adults uninsured.
Medicaid managed care: An arrangement in which states pay health plans to organize and provide covered Medicaid services. Managed care plans deliver much of Medicaid coverage under state contracts.
Children's Health Insurance Program: A federal-state program providing health coverage to eligible children in families whose incomes are too high for Medicaid. It covers children near Medicaid’s income thresholds and is often administered alongside Medicaid.
Medicaid and long-term services and supports: Medicaid-funded services that assist people with ongoing health or personal-care needs, in institutions or community settings. Medicaid is the principal U.S. public payer for long-term services and supports.
Medicaid and uncompensated care: The relationship between Medicaid coverage and health care costs for services provided without payment or full reimbursement. Coverage can reduce uncompensated care by insuring people who would otherwise lack coverage.
Medicaid waiver: Federal permission for a state to test Medicaid approaches that depart from certain program requirements. Waivers let states redesign eligibility, benefits, or delivery within approved limits.
Affordable Care Act: The 2010 U.S. law that expanded health coverage through insurance-market reforms, subsidies, and Medicaid expansion options. Its expansion option changed Medicaid eligibility for many adults in participating states.
