Mesopotamian city-state

An independent city and its surrounding territory, governed as a political unit in ancient Mesopotamia. Its authority often extended over nearby farmland, villages, and waterways.

Sumerian king list: A Sumerian text presenting a sequence of rulers and cities said to have held kingship. Its shifting centers of kingship reflect competition among independent cities.
