Mexican Congress

Mexico’s national legislature is a bicameral body consisting of the Chamber of Deputies and the Senate. It makes federal laws and shares constitutional powers with the president and state legislatures.

Chamber of Deputies: The lower chamber of Mexico’s Congress, composed of representatives elected for three-year terms. It initiates the federal budget and represents the population through proportional and district seats.
Constitution of 1824: Mexico’s first federal constitution, adopted after independence and establishing a republic with a bicameral legislature. It established an early congressional model that later constitutional governments revised.
Benito Juárez: A Mexican liberal statesman and president who led the republic during the Reform War and French intervention. His political era included constitutional conflict over the legislature’s structure and authority.
Institutional Revolutionary Party: A Mexican political party that held the presidency continuously from 1929 to 2000 and dominated national politics for decades. Its long dominance shaped congressional elections and limited effective opposition for much of the twentieth century.
Unicameralism: A legislative arrangement in which a national legislature consists of one chamber. Mexico’s two chambers contrast with systems where one assembly performs all legislative functions.
Senate of Mexico: The upper chamber of Mexico’s Congress, with members elected to represent the states and Mexico City. It reviews legislation and handles foreign policy, treaties, and several presidential appointments.
Constitution of 1857: The liberal Mexican constitution that established a federal republic and initially created a unicameral Congress. Its shift to a single chamber differed from the bicameral structure restored in 1874.
Porfirio Díaz: A Mexican general and president whose long rule from 1876 to 1911 concentrated political power. Congress continued to exist under Díaz, but executive dominance constrained its independence.
1997 Mexican general election: A Mexican federal election in which the Institutional Revolutionary Party lost its majority in the Chamber of Deputies. The result ended single-party control of the lower chamber and strengthened legislative bargaining.
Bicameralism: A legislative arrangement in which a parliament or congress consists of two chambers. Mexico’s legislature is an example of this institutional design.
